creating terrain from GIS data


A lot of governments have done massive amounts of geographic data collection. Mostly running around with GPS units and recording the data. The result is sites like http://apollo.ogis.state.me.us/catalog/ which contain loads of data on landforms. Anyway, I am curious if it is posible to use this GPS data in any way with delta force joint ops map editors or other such utilities. Ultimatly I would like to make a map of my home town or some cool terrain I know of. Is it posible? If so what utilities do you suggest for doing this?
