If Med has the ability to save and to load til files, that would suggest I should be able to create a new file and import it. How do I go about that?
What program do I need to create a new file?

You can create tiles with any graphic program, but, all players will need a copy of that file to see your tiles.
It's a tga file, usually called trntileXX.tga, there XX can be your name, but, it must start with trntile, or the game will not see it.
You can extract the one from your game to play with.

Using the "search" I typed in tile..
It returned many links, not all to do with creating a tile, but at least one useful post..
